If your stay in Belgium is less than 90 days, you can stay in Stilleuven, and your registration in Stilleuven is sufficient.
If you want to stay in Belgium more than 90 days, you can stay in Stilleuven for the time necessary to find a permanent accomodation.
Registration in the town hall of Leuven is only possible after you found a permanent address.
As a EU-citizen this has to be done before the 90th day of your stay. As a non-EU citizen you have to register within one or two weeks after your arrival.
You can only obtain a bank account in Belgium when you have a permanent address.
